Notifications not over Outliner

Description
Simple mod that moves the notification area next to the outliner instead of on top.

I've tested this mod with 80% GUI scaling at 1920x1080 resolution. With certain combinations of resolution/UI scale the notifications area overlaps with the lens tool. If that is the case for you try out the compatibility version of this mod: Notifications not over Outliner (compatibility version)

Compatible with "More Spreadsheets" (thanks to inch4tk for the help). Load this mod after "More Spreadsheets".

Compatible with "Notifications Filter".

Hey to anyone that doesn't know - this mod is now intergrated into the base game (basically) - go to game settings, scroll down to the bottem and then check the box. You are welcome :)

Can you make the notifications as in vanilla version instead of in the picture by default? Can you add an option so that we can move it to its place in the picture?

Notifications not over Outliner is included in Victoria III Improvement Collection 維多利亞三世改進系列 (V1.1.0 12/26/22). With 88 working mods. I provide you with the order list you just copy and paste, No sorting manual work needed, enjoy!
