Urban Plague Decks

Just like before, if you enjoy Library of Ruina but you kinda hate building decks, then this is the guide for you. The decks I put up are what I used as I progressed through the game. There are a lot of guides that help around building decks, but none of them just straight up give you decks at any point in the game. That's the point of this guide. The decks may not be the most optimal thing in the world, but they worked for me and that's what I'm here to share, as a guide for anyone who needs it.

The Carnival
Welcome to Urban Plague. For the most part, I'll be doing left-to-right, row by row, as I progress through the game. There will be times that I skip to a specific reception and I'll point out when that happens.

As for our starting reception, it will keep in theme to what I just said, so I'm going to the far left. The builds we're going to use are going to be the ones from Urban Legend, but with passives. As usual, I'll be using Keter for now, but feel free to use any floor as they all have three librarians.





The passives are Rain's "In Times Like These!" and then whatever you want. As you start Urban Plague, you have effectively no draw power and with only 4 combat pages in your starting hand, playing one every turn should grant you the one strength.
For the other passives, I grabbed Jack's healing and Lulu's burn. For Olga, I grabbed Dino's passive instead because Mika's passive should heal you more than Jack's.


As for the fight, don't bully and kill one too quickly. The surviving enemies will gain two strength, which is strong. Also, as Olga endures pierce damage, let her redirect any use of "Tailoring" as needed.
Full-Stop Office
Next up is the reception is next to the Carnival: Full-Stop Office.

Melee attacks that beat ranged attack get retained and reused. With that in mind, I swapped out Cut In with Shocking Blow. You can try Destructive impact if you want, but I like consistency because if I'm going to roll minimum all the time, I'd rather roll a 4 than a 1.

Olga is unchanged.




The key to this fight is to survive the first round. They gain power for only the first round, but once that's done, it is smooth sailing.
Also, because Olga endures pierce damage, it's handy to redirect Tamaki's "Going for Bullseye" for her to tank it.
Secondary Team - the Full-Stop Floor
Now that we have Full-Stop key pages, we can set up your "back up floor." If a reception has "2 Floors Available" and your first floor died, send them to the second floor.

The setup is simple, Grab Tamaki's key page and give her Liwei's passive and Gyeong-mi's Speed:



What your second team does is just kill whoever dares oppose them in just the first turn. Your passives will give you +4 power, so if you have to clash, you should still win. Even if the enemy survives a turn, being able to gun them down with one-sided attacks.
Remember: ranged always goes first.
Dawn Office
Moving right on to the next reception, I'm going to make some quick tweaks to the decks of Mars and Walter.

Olga is still unchanged.




I just swapped out the Shocking Blow pages for some new pages.

Try not to kill Yuna last because if she is alone, she'll gain a constant +3 strength, making her tough to beat. As for Crack of Dawn, I let Mars or Walter face tank it as they endure slash attacks. Just make sure you don't get staggered.
Spider Bud


Now that we have Salvador's key page and Flash of Sunup, we can edit the decks

Olga is still unchanged.




You'll notice that it's leaning towards lower cost pages and that's intended. Your general plan is to maintain the +1 strength from Rain's passive while playing two combat pages per turn. Be flexible and it isn't the end of the world if you end up losing the strength from Rain's passive.

The key to the fight is the same as Hod's floor generally: play well and use "Look of the Day" for a free, nearly-unconditional +2 power. Just remember to have it be ANGRY when you hit spacebar.
Porccubus
While it is tempting to bring in the Full-Stop to just win, you can't actually harm this abnormality with ranged combat pages.



Bring the same three key pages you just used at Hod's. Olga discarding the abnormality's "Pleasure" actually works wonders in this fight.
General Invites
Before we jump on the last reception of the first row in Urban Plague, I'm taking a detour over to the General Receptions. There are only three in Urban Plague which can be accessed by any generic Urban Plague Books. One general reception with just one book; a second with two; and a third with three.
Note: Now there are floors with 4 librarians. I'm switching away from Keter and going to Hod's floor. I really like the +2 power from "Look of the Day;" along with "Alertness" giving enemies with a -1 power, the ally with both Abnormality pages will effectively have +3 power at all times.
Keep in mind, you can do whatever you want. I'm just informing you what I'm doing.

The first one you should do is actually the general invite with THREE books because it gives Olga a direct upgrade. You'll be facing Jeong Office and Hanafuda.
Upgrading Olga:



This passive will change your hand from two combat pages to three. Also, never play "Flip the Table." Also, Hanafuda's "Sakura" combat page is bad; don't use it. Daring Decision is better.
Next up, since I started at three books, I decided to go three, two and then one. The general invite will be against Workshop-Affiliated Fixers.
And finally the one book general invite against the Rusted Chainlinks and Jikan.

To keep things simple, I'll put all the resulting builds here.





Jikan is all about that self-inflicted bleed to gain power. Don't use "Head-to-Head" as it doesn't gain power like "Here's My Chance" and "Now Die."

Notice I replaced "Loosen Up" with "Want a Taste of this Chain?" (which I'll just shorten to "Chain"). This is because Loosen Up needs to land to work. Chain is a guaranteed light restore, and so is Olga's "Wait Up!" but that rolls really low. The 1 bleed is totally worth it, in my opinion, but you can do what you want. I also cut down on Flash of Sunup.
Gaze Office
You get three librarians to fight three enemies. Pick any floor that fits your fancy, your preferred three key pages and go go go. I certainly recommend using Olga. If you're wondering why I'm not gonna use Hanafuda, it is because Olga's resistances are good while Hanafuda's are bad.

I know I used Walter for a while, but I also didn't use Gyeong-mi. Walter gets a guaranteed +1 power to all defensive dice which is very useful. Hanafuda is just a bad Olga and Gyeong-mi's passive is almost useless as you only ever skip playing anything if you've pretty much won, so it's a bit of a "win more" ability and a pretty useless one at that.

Again, I'm not using Walter, but you can update Walter because the +1 power to block and evade dice is pretty good. Shame he's weak to blunt damage.

Fairy Festival and Singing Machine



No need to update any decks. Grab what you just used for Gaze office and run in.
Kurokumo Clan
Back on track and on the far left question mark. You get two floors and three librarians on each floor, so take your preferred floor and three preferred key pages and charge right in. If things go wrong, you have your second floor armed with your Full-Stop crew to blast any enemies to oblivion.

I've been using Hod's floor with Olga, Salvador, Jikan and Mars. My Full-Stop Team is on Netzach's floor. I also have a couple of old key pages, like Walter, sitting at Yesod's floor, just in case. Also, to be honest, I haven't had any chance to use Netzach's or Yesod's floor.

New passives for Jikan. Sure, you don't get a strength anymore, so you can choose to stay with the older set, but Jikan's power gain on his own combat pages are enough on their own.



You should've noticed at this point that Jikan is an offensive machine but he has a problem where he self-bleeds to death. That's just the way he is, but he's strong for it and I enjoy it quite a lot.
Musicians of Bremen
Now we have a key page with speed that also doesn't have any weaknesses and some nice combat pages. Let's put this stuff to use.





You can choose to swap Mars out for Meow. I'm moving Mars over to another floor.
Queen of Hatred
Well, this is probably something a lot of people are looking forward to. If you can't beat this, you can come back and try again later.



For one, you only get one emotional level up, so relying on that to restore your light isn't an option.
For two, almost everything she does is an attack, so inflicting bleed on her is quite effective.
For three, almost everything she does is a ranged attack, so a combat pages with only one attack can serve you well.
And for four, if you do too many hits on her without letting her hit her Marked target, she can transform which effectively ends your run. You cannot beat her after she transforms at this point in the game.
Also, for five, you're probably gonna need to get lucky anyway.

It took me two tries with this set up to win. The main thing that happened differently: on my first run, one librarian got "Marked" twice in a row. As you know, if a librarian is Marked, all their resistances are set to "Weak."



Three Jikan builds ftw.

After beating her on my second try, I challenged her a ten more times via the Credenza and I won nine of them. Because it's Jikan, you're gonna be in for a quick match. The decision on whether you win or lose will be made by round 4, when she uses her mass attack.
Stacking bleed on her is key. Stack enough bleed on her and she'll die on turn 3. All three Jikans will be low on HP.

Two important details about the Jikan build is:
1) Gin's "Deep Wounds" passive. It inflicts 1 bleed when you win a clash with an offensive dice.
2) "Here's My Chance" and "Now Die" gain power on use which almost guarantee you beating her in a clash.
There is a pretty huge difference in stacking around 10 bleed versus stacking around 20 bleed. The painful part of the fight is the balancing act to prevent her from transforming.


An alternative build to beating QoH:



Three Tamaki builds. Full-Stop tactics ftw.

I know we just set up a Meow key page, but if you're having trouble beating her with Jikan, give this a try. I did the same thing where I fought her in the credenza multiple times to make sure I didn't just get lucky and this build has been quite successful. I usually won in two or three rounds where I deleted most of her health bar on turn 1, bringing her down to around 100. I only lost because she transformed; see the first detail.

Two important details:
1) Do NOT clash with her melee page "Arcana Beats."
2) Careful with your light. If you're clashing turn 1, then try to spend all your light. If you're not clashing turn 1, then try playing two 1-cost pages so next turn you'll have 2 light.

Remember, 3 fragile is 3 more damage per hit, so the number of hits matters. Furthermore, you'll have around +5 power on turn 1, so you'll still want to do as many attacks as possible on turn 1.

You can only apply 1 fragile per librarian per turn, so if you're guaranteed to land a blunt attack on one speed dice, then playing "I Hate CQC" on your second speed dice to inflict a feeble is a good idea. Feeble is just useful to lower the damage you take or perhaps helps you win a clash after the first turn.


Ultimately, there is no reason to do this abno fight at this moment. If you're still having trouble, proceed until you get to Urban Nightmare and try this build:



It's something you can immediately use with your new maximum passive point limit. I consistently won turn 2 with this as inflicting 3 fragile and some bleed on her turn 1 allowed my attacks to deal +4 damage per hit on turn 2 which allowed me to easily deal over 100 damage on turn 2; not to mention the bleed dealing extra damage to her for every attack she does, and she does a lot of attacks.

Just in case that isn't working out for you, here is an alternative build with 8 passive points:

Wedge Office
Right! Back on the receptions. I'm going back to my usual team on Hod's floor: Olga, Jikan, Salvador and instead of Mars, I'm bringing in Meow.

For the second act, I personally just pass... waiting for him to go on the offensive which makes him lose his FIVE PROTECTION (seriously, what in the world?) -> and kill in him in one or two rounds.

Now with Oscar's key page, we can prep up something nice.

Love Town
Last but not least, the most intense reception of Urban Plague.

The key thing is to pay attention to the minion's resistances and the effect on their attacks. Don't let them one-side you with that one attack and don't let Tomerry land the hit that adds +3 strength to all of them.

I ran in with my Olga, Oscar, Meow and Jikan on Hod's floor. No trouble whatsoever.

Hello many thanks for making this guide. I'm at the start of Urban Nightmare thanks to you. Just wanted to point out that for getting the "Double Axe" passive you have to do The Axe Gang encounter requiring to send the books of Olga, Rain and Mika.

Full-Stop is the speedrun tactic for the game. A bit different from what I have (as mine focuses only on turn 1), but it is crazy effective.
