AI will never use it.

The added cheat decisions include:

Increase or decrease in the influence of interest groups
Increase in the loyalty faction or radical faction population
Bonuses to basic administrative power, authority, diplomatic power, and innovation power
Increase in birth rate and immigration attractiveness
Increase or decrease in literacy rate
Bonuses to land and naval forces
Boosts to taxation ability, construction power, and regional construction efficiency
Implementation of specific laws
Increase in specific professions and cultural populations
Increase in throughput of specific buildings
Increase in specific tax revenues
And so on.

This mod just made my day. Had 70% of my pops supporting per-capita taxation but it still wouldn't go through for YEARS. Super annoying. Was looking for a mod to force it through without losing achievements. Thank you!

I've discovered that it appears to be that, whenever you make a change in one of your laws, the production modifiers are reset and you have to reapply them.
