Bank:
Consumes Paper and Services - generates new non-tradable good "Stocks" with fixed price (same as gold)
30 paper 30 services => 35 stocks
Generates 150 minting per level or 250 with alternative PM (30 paper 20 services => 20 stocks)
Reduced its building urbanization generation from 20 to 10 (art academy also, same reason) so it can not feed itself with cities that provide services.

AI will build it if someone asks.
