Perform a fresh installation of the game on Steam

Right click Grand Theft Auto IV in your Steam Library, click "Properties", click the "Updates" tab and set "Always keep this game updated" to "Only update this game when I launch it"

Click the "install.bat" file in the GTAIV folder and wait for the "cmd" to finish adding the missing songs

Paste the content of "without new vladiostok" into the GTAIV folder

Download and paste the content of "GTA IV GFWL Downgrader.rar" into the GTAIV folder

Click the "Patch_7.bat" file in the GTAIV folder

The difference being:
1.0.7.0 for ENB support and better shadow quality
1.0.8.0 for >2GB of VRAM and fixed VSync

Click "Close" after the Games for Windows Live installer is done

Click "Yes" on the vcredist_xc86 installer

Click the Windows Start button, search Microsoft Store, click it, in the search bar search Xbox, download the app named Xbox, open it and log into the app

Select Grand Theft Auto IV from the "Game:" list

Click Tools > Launcher Settings and create an ingame name

Click Tools > Game Settings > Game EXE Path: > Browse

Find the GTAIV folder and double-click "GTAIV.exe"

Join a server!

If you can't alt-tab back into the game after using alt-tab, close the game, open Grand Theft Auto Connected, click Tools > Game Settings and tick the "Window mode" box, then click "OK"

To launch Grand Theft Auto Connected through Steam, rename your GTA IV folder to something other than Grand Theft Auto IV

Copy the content of X:\Users\USERNAME\AppData\Local\Jack's Mini Network\Grand Theft Auto Connected\

Make a new folder structure named X:\(...)\Steam\steamapps\common\Grand Theft Auto IV\GTAIV\ and paste the content

Rename Launcher.exe to PlayGTAIV.exe

OR

NOTE: You can't earn Steam achievements when playing the game as a "Non-Steam game"

A safe way to run GTA IV through Steam, where you don't have to worry about Steam updates is to run it as a "Non-Steam game"

To do this, copy the content of X:\Users\USERNAME\AppData\Local\Jack's Mini Network\Grand Theft Auto Connected\

Make a new folder structure named for example X:\(...)\Steam\steamapps\common\Grand Theft Auto Connected\GTAIV\

Rename Launcher.exe to PlayGTAIV.exe

Open Steam, click "Add a Game" in the bottom left corner, click "Add a Non-Steam Game...", click "Browse" find the GTAIV folder and double-click PlayGTAIV.exe

You can change the name, icon and add launch options by right clicking the "Non-Steam game" your Steam Library and clicking "Properties"

Launch the game through Steam

You can now open Steam overlay, take screenshots etc.

If you can't change the graphical settings in the game

Right click "LaunchGTAIV.exe" > Send to > Desktop (create shortcut)

Right click the shortcut and paste the following into the "Target" field behind what is already written:
-fullspecaudio -novblank -norestrictions -noprecache -nomemrestrict

Example:
X:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto IV\GTAIV\LaunchGTAIV.exe" -fullspecaudio -novblank -norestrictions -noprecache -nomemrestrict

Launch GTA IV through the shortcut and change the graphical settings to your liking

You only need to do this once and you can delete the shortcut afterwards if you want to

Make a folder named Grand Theft Auto IV in for example X:\(...)\Steam\steamapps\common\

Step 1:
You may not have these folders, but check just incase. Make sure to show hidden folders and files. How to: http://www.howtogeek.com/howto/windows-vista/show-hidden-files-and-folders-in-windows-vista/
Delete everything in (X:\Users\(...)\Documents\Rockstar Games\GTA IV).
Delete everything in (X:\Users\(...)\AppData\Local\Rockstar Games\GTA IV).

Step 2:
Perform a fresh installation of the game. Attempt to launch the game and reach the main menu. Then, exit the game from the main menu. If you're unable to launch the game, continue with Step 3.

Step 3:
If using Steam, enter your Steam Library, right click on Grand Theft Auto IV or Grand Theft Auto IV: The Complete Edition, click "Properties", click the "Updates" tab at the top, set 'Automatic updates' to "Only update this game when I launch it", select "CLOSE" at the bottom of the page.

Step 4:
Download the 1.0.4.0 patch from the following link, then install it: https://www.speedrun.com/resourceasset/eoztl

¤If an error occurs during the installation, use the archive which contains the patch files. Merge the content of the archive with your GTAIV folder (X:\(...)\Steam\SteamApps\common\Grand Theft Auto IV\GTAIV) and overwrite everything. The archive can be downloaded here: https://www.speedrun.com/resourceasset/ybsnd

Step 5:
Change the name of your "GTAIV" folder: (X:\(...)\Steam\SteamApps\common\Grand Theft Auto IV\GTAIV) to something other than "GTAIV".

Step 6:
Download the "Rockstar Social Group Tool" (RGSG). Download link: https://www.speedrun.com/resourceasset/zuzkl

Step 7:
Install the RGSG-Tool that you downloaded in 'Step 6'. It creates a new "GTAIV" folder with the Tools components in (X:\(...)\Steam\SteamApps\common\Grand Theft Auto IV\).

¤If an error occurs during the installation, use the archive which contains the RGSG-Tool. The archive contains a folder titled 'RGSG' and in that folder is the content which needs to be merged with your 'GTAIV' folder (the one you renamed to something other than 'GTAIV', that is, if you did any renaming, otherwise if the folder was never renamed, you'll be placing the content of the archive in 'GTAIV') (X:\(...)\Steam\SteamApps\common\Grand Theft Auto IV\GTAIV). The archive can be downloaded here: https://www.speedrun.com/resourceasset/3slmh

Step 8:
Take all of the files in the newly created "GTAIV" folder (the one created in 'Step 7') and copy them to the other folder that you renamed in 'Step 4'.

¤If an error occurred during the installation of the RGSG-Tool, you can skip this step because you've already manually installed the tool.

Step 9:
Now delete the "GTAIV" folder and rename your old folder back to "GTAIV". The folder should still be in (X:\(...)\Steam\SteamApps\common\Grand Theft Auto IV\).

Step 10:
Download Xliveless here: https://www.speedrun.com/resourceasset/znjpn

Step 11:
Open the xliveless archive and place the xlive.dll file in the "GTAIV" folder located in (X:\(...)\Steam\SteamApps\common\Grand Theft Auto IV\GTAIV\). Be sure to run LaunchGTAIV.exe instead GTAIV.exe to prevent "drunk" camera, when using Xliveless.

Step 12:
Download this "fonts.zip" from: https://www.speedrun.com/resourceasset/zjr9b (this is needed because certain menu text is no longer visible when using xliveless)

Step 13:
Copy both files in "fonts.zip" ('fonts.dat' & 'fonts_r.dat') and paste them in (X:\(...)\Steam\SteamApps\common\Grand Theft Auto IV\GTAIV\common\data), overwriting the existing files of the same name.

Step 14:
Navigate to (X:\(...)\Steam\SteamApps\common\Grand Theft Auto IV\GTAIV). Right click on 'LaunchGTAIV.exe', click or hover over 'Send to' and click 'Desktop (create shortcut)'. You will want to use this shortcut to launch your game from here on out.

Step 15:
Right click on this newly created shortcut on your desktop. Click 'Properties' at the bottom. Within the 'Shortcut' tab, add the following to the 'Target' field: '-noprecache -nomemrestrict -norestrictions'. These are launch options and it's important that you include these to avoid issues. The target field should look exactly like the following, where the 'X' is whatever your drive letter is ("X:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto IV\GTAIV\LaunchGTAIV.exe" -noprecache -nomemrestrict -norestrictions). Don't include the parentheses, but do include the quotation marks!
Click OK at the bottom of the 'Properties' menu.

Step 16:
Always use this shortcut to launch the game. You will get a window which mentions creating an Xbox account. Ignore everything here and just click 'Play' whenever this window appears. The game will launch.

OR

1.0.7.0

NOTE: This install requires a valid serial key

NOTE: This is also an recommended install to use for Grand Theft Auto Connected multiplayer

You're already set, continue to the next step

Look at "Display resolution", see which resolution says "(Recommended)" and select it

16:9 Widescreen:
1920 x 1080
2560 x 1440
3840 x 2160

21:9 Ultrawide:
2560 x 1080
3440 x 1440
5120 x 2160

The most common aspect ratio being 16:9

Open dxvk.conf with Notepad

NOTE: 16:9 is an example. Paste your corresponding aspect ratio found in the step above

Change

# d3d9.forceAspectRatio = ""

to

d3d9.forceAspectRatio = "16:9"

Extract the "GFWL.reg" file to the desktop, you can delete it after the process is done

NOTE: The password for extracting "GFWL.reg" is: gfwl

Double-click "GFWL.reg", then launch GTA IV

Sign into GFWL with your Xbox account

Type the following key when prompted:

Once the "Downloading Profile" progress bar is completed, click "OK" and close the game

In the Windows Search Bar type regedit

Click "Registry Editor"

Click Edit > Find...

In the "Find What:" field, type XUIDCount

Click "Find Next"

Right click the "XLive" folder on the left side and click "Permissions..."

Click "Add...", type Everyone in the white field, then click "OK"

Click "Advanced" then double-click "Everyone"

Click "Show advanced permissions", click "Deny" on the field next to "Type", then click "Clear all"

Tick the following boxes:

"Set Value"

"Delete"

"Write DAC"

"Write Owner"

Click "OK", then "Apply"

Click "Yes" to the Windows Security popup message

Click "OK", then "Apply"

Paste the files into GTAIV\common\data\

For TLAD, drag "MalePlayerSettingsE1" and "FemalePlayerSettingsE1" from DLC\TLAD\content\common\data\

Paste the files into GTAIV\TLAD\common\data\

For TBoGT, drag "MalePlayerSettingsE2" and "FemalePlayerSettingsE2" from DLC\tbogt\content\common\data\

Paste the files into GTAIV\TBoGT\common\data\

Open the in-game phone and start a multiplayer lobby, then press "M" to change clothing on your multiplayer character
