Finally a way to spend excess splendor.

Why its necessary:
This is meant to give players something to spend their Spendor on after they have unlocked all of their Age Abilities. Some Age Abilities might not be worth taking for some countries, so this can be seen as a more costly alternative to them.

How it works:
This mod adds a decision which exchanges 1,000 Splendor for 100 Administrative, Diplomatic and Military power.

The decision is available to all countries, and will appear once you have at least 600 Splendor, but can only be taken once you have at least 1000 saved up.

The AI will have this available to them but they will always prefer to spend their splendor on Age Abilities. Once they unlock all of the Age Abilities possible for them, they will use this decision as well.
