No lazy traits

Description
Version of my WHII mod. Prevents characters from getting the negative traits from the lazy family of traits. You normally get them when your general is garrisoned for too long in a settlement with high public order (about 20 turns). This mod massively increases the required number of turns, making it virtually impossible for these traits to trigger.

If you already have a character with one of these traits before installing the mod, they won't lose it. But I set all the effects to 0, so there are no downsides to having the trait. Not pretty, but better than nothing.

It makes tactical sense to have at least one army hanging around your turf as a guard. These "lazy" traits are redundant. Thanks for this.

@Lampros Yes this still works.
@Webercooks it can happen if you got dozens of armies so you turn off movement notifications and you forget about some cause it's just there defending a region/province/continent until you need it.
