How to get the "Ready For Duty"

-open the root folder of your tf2
C:\Program Files (x86)\Steam\steamapps\common\Team
Fortress 2\tf

-find the file trainingprogress.txt
change the values to the following
"TrainingProgress"

"scout"
{
"progress" "1"
}
"snipers"
{
"progress" "1"
}
"soldier"
{
"progress" "2"
}
"demo man"
{
"progress" "1"
}
"medical"
{
"progress" "1"
}

now open tf2 and complete the soldier training, the bots will appear and you can complete the achievement :)

I did not discover this, I found it in a 2014 tf2 discussion, I want to save the search for new users or those who have not yet obtained the achievement.
