Heavy downcut/swing limiter MCA

Description
Heavy downcut limited for katana, sabre, polearm (max skill 29)

Heavy swing limited for hackers and polearms (max skill 29)

Those animations are too heavy and low skill, so are turned off for lighter weapons when user gains some skill. It turns off slow and lame attacks for skilled users of those weapons resulting in faster and better looking combat.

At first I thought Flashier Fight was still allowing these goofy downcut attacks but something else is still allowing them to fire off, albeit far more rare than before. Thanks for making the mod.
