Description
Diplomatic Measures to Relieve Border Tension

TRADE ACTIONS
You offer to establish a Neutral Zone or DMZ as a Trade Action through diplomacy.
You request to dismantle a Neutral Zone or DMZ as a Trade Action through diplomacy.

The availability of these Trade Actions is considerably restricted.
To establish an NTZ or DMZ typically requires there to have been recent hostilities between bordering empires.
To dismantle an NTZ or DMZ typically requires considerable improvement of relations between the two empires that have established one.

NTZ/DMZ
A Neutral Zone contains no colonies. None of the star systems in a Neutral Zone can be claimed or controlled.
A DMZ contains at least two colonies originally controlled by each of the two establishing empires. These colonies will become uncontrolled and will cease any kind of development. These colonies cannot be attacked or claimed.

AGREED DISMANTLING
Dismantling an NTZ removes the starbases from the systems that were in it.
Dismantling a DMZ returns control of the colonies to their original controller. They will probably be an unstable mess with lost building slots.

AUTO-DISMANTLING
If an empire with NTZs or DMZs is subjugated or destroyed, then any NTZ or DMZ they have will be automatically dismantled. If an empire is destroyed, any colonies they had in a DMZ will also be destroyed.
If hostilities resume between two empires with an NTZ or DMZ, then any NTZ or DMZ they have will be automatically dismantled.
