Sect Treasury no Cooldown

Change sect treasury CD. Each area breakthrough mats usually have a shared cooldown period, so does furnace. You can notice that you have enough herb/ore and the breakthrough material you are waiting for isn't just spawning, reason is they share cooldown period of 12 month, so if 1 material spawn only next year another material will spawn.

This mod change so as long as you have enough herb/ore they will still have random chance to appear.

This mods set their cooldown period to 0, not share cooldown, and increase weight to 100.
