Mercenary Enclave Rebalance

Simple personal rebalance of Mercenary Enclaves, mainly targeting the ridiculously useless Defense Privatization
resolutions.

Vanilla penalties are incredibly high for low reward; without utterly insane economy, the crisis is impossible to overcome with vanilla penalties, as mercs are not strong enough to solo the crisis and without ludicrous resources, going way beyond the fleet cap (which hiring mercs does to you anyway) will cripple you before the crisis does.

This mod further increases naval cap of merc enclaves, and adds fleet command limit as well, vanilla only adds naval cap but no fleet limit, so merc fleets don't actually get any stronger from the resolutions.

Vanilla Merc fleets and resolution impacts:

150% energy upkeep at base
160% upkeep with level 1 resolution
170% upkeep with level 2 resolution
180% upkeep with level 3 resolution
190% upkeep with level 4 resolution
200% upkeep with level 5 resolution

75% naval cap usage at base
70% naval cap usage with level 1 resolution
65% naval cap usage with level 2 resolution
60% naval cap usage with level 3 resolution
55% naval cap usage with level 4 resolution
50% naval cap usage with level 5 resolution

+10 naval cap with level 1 resolution
+20 naval cap with level 2 resolution
+30 naval cap with level 3 resolution
+40 naval cap with level 4 resolution
+50 naval cap with level 5 resolution

Vanilla Empire naval cap from resolutions:
-10% naval cap at level 1 resolution
-25% naval cap at level 2 resolution
-40% naval cap at level 3 resolution
-60% naval cap at level 4 resolution
-80% naval cap at level 5 resolution

Modded Merc fleets and resolutions:

115% energy upkeep at base
120% upkeep with level 1 resolution
125% upkeep with level 2 resolution
130% upkeep with level 3 resolution
135% upkeep with level 4 resolution
140% upkeep with level 5 resolution

75% naval cap usage at base
65% naval cap usage with level 1 resolution
55% naval cap usage with level 2 resolution
45% naval cap usage with level 3 resolution
35% naval cap usage with level 4 resolution
25% naval cap usage with level 5 resolution

+20 naval cap and +10 fleet cap with level 1 resolution
+40 naval cap and +20 fleet cap with level 2 resolution
+60 naval cap and +30 fleet cap with level 3 resolution
+90 naval cap and +45 fleet cap with level 4 resolution
+120 naval cap and +60 fleet cap with level 5 resolution

Modded Empire fleet cap from resolution:

This is a personal mod for my own use, so I won't be updating or responding a lot, and cannot guarantee updates in the future.

Mercs are still expensive, resolutions still hurt, but should be possible to beat the crisis and actually pay merc upkeep costs at endgame now
