Tala can be found at the top of the Radio Tower.

Johnny/Balboa

Johnny can be found on Balboa Island on top of Station 6.

Elaine/Tanganroa

Elaine can be found inside the life boat at the end of Tanganroa.

Shogo/Temperence

After fixing the reactor follow the newly opened path and to your left will be a cryo pod, open it and you will unlock Shogo.

Small complaint but why does no one wear shoes? It made sense for the starting characters but Elaine is wearing a damn suit and just barefoot from the moment you meet her...looks god awful.
