This guide serves mostly as a reminder to myself in case I forget but if someone finds this, give this a shot as it is what helped me get rid of most of the stuttering. After trying every fix on the internet I could find (renaming exe to the splinter cell conviction name, registry fix, running chrome in the background, popping in and out of fullscreen, etc.) and not having any success, I then managed to solve the issue after trying a few things by myself.

The fix and explanation
Here is the quite simple fix for the stuttering in the game. Again, this worked for my current PC (Ryzen 5 2600, 8gb ram, GTX 1060 6gb) and I cannot guarantee it will work for your machine but still worth giving it a try.

In the game settings or the initial setup launcher, set those options as follows:
- Set rendered to DirectX9 instead of DirectX11
- Set triple buffering to ON
- Set V-SYNC to ON (setup launcher, in-game or Nvidia control panel work so use any method you prefer)

Worth mentioning but in case it actually does something, I would recommend applying the registry fix. You can find instructions for said fix with a quick Google search.

Also note that stuttering is not 100% fixed, there might be a slight hitch every now and then HOWEVER it is nowhere near as bad or frequent as it previously was.
