Description
Makes some minor but useful QOL changes:
1. "distance" as a factor for vassalizing empires and asking other empires to join a federation now has FAR less of an impact.
2. War exhaustion has been slightly adjusted, so that having an overwhelming fleet allows an instant status quo and occupation makes the enemy twice as likely to surrender - no more wars where you have to occupy 110% of their territory to conquer a single system!
3. Planetary ascension scales slower and reduces sprawl by 7.5% a tier instead of 5%
4. The galactic community is twice as fast in most aspects, so you don't have to wait 10 years to change focus to an active crisis because the AI wanted some minor sanctions
5. Vassal contract cooldowns have been changed from 60 months to 6
6. Armies take 10x damage from bombardment
7. Fixed the overflowing fleet power bug, values may be slightly off (only by 5-20 per ship, large and lategame fleets should be basically identical), overflow should now occour at ~80M fleet power instead of ~800K

@jojobe I forgot this existed. So many things about the game have changed since this was made. The diplomacy stuff, bombardment stuff and vassal stuff is definitely broken (or will break the game). The other changes should be fine.

I also made this in about a day, just by changing a few numbers in a single file, so you can probably recreate it easily.

I have a request for one more small tweak: In the current game, you are disabled from making trade agreements with your vassals for any resource that is being subsidized. This is understandable, since it is probably difficult to get the AI set up Ina way that this wouldn't be exploited by players, but it is very annoying for multiplayer.
