Base Shield

Adds a non-regenerating shield to command structures, absorbing 50% of the damage taken. until the shield is destroyed.
Shield strength is equal to 10% of structure's effective health for every players over 5 on the enemy team.
eg for 6/10/15 players on a team, shield is equal to 10/50/100% of the eHP.

Note: all damage sources deal 100% (Normal type) to shield.
