Reduced Penalties

Adds 2x districts to all cities (global effect), so you can expand without having to add buildings.
Reduces penalties to research and traditions. Makes costs and penalties to traditions and research more linear instead of exponential. Recommend starting a new game so that the districts spawn correctly. This mod is somewhat OP. For balance purposes, I recommend adding traditions and research.
