Does this have some kind of spawn override? Played a save with no respawns, cleared out most of Riverside proper, but firemen and construction workers still seem to keep coming forever in the vicinity of the fire station. Not sure if I am going crazy.

Also seconding the comment by Ash_ - I just hop over the pole.

Regardless, great mod.
