The Ice Maker [Active Item]

Description
This mod adds a new Active Item, the Ice Maker.
The Ice Maker costs three charges and spawns three Cube Baby familiars for the current room on use.
You can find this item in the Shop or from a beggar.

I kinda made it two charges on a whim lol, I talked about it with others and I think I'll set it to three charges for now. I'll test it more and see what others think moving forward.

To be honest, I personally find 2 charges for three cube babies in a room is a bit too much, and I feel that four charges would make it slightly more balanced, especially since you would have 3 cube babies for every room combined with something like 9 volt.
