5. Lower the quality of lighting and details
When changing individual graphics settings in GTA 5, try lowering the quality of the shaders. In addition to lighting, which is what shaders usually control, this setting determines the details of parts of objects that are further away.

6. Disable MSAA reflections and lower the quality of the reflections

In our test, turning off MSAA reflections gave us a 5 FPS boost without significant loss of graphics quality. So you can disable this option to gain some FPS without sacrificing graphical fidelity.

The quality of the reflections determines the sharpness and detail of the reflections in Los Santos. Lowering the reflections quality to Normal means that you will lose all reflections in vehicles and on wet roads when it rains. Set this setting to High to gain a few FPS without losing all of the graphical detail.

7. Lower the resolution from 4K to Full HD or 720p
If you're playing on a large Full HD or 4K screen, you'll want GTA 5 to run at its native resolution (1920 x 1080 or 3840 x 2160). Using 4K means you have a top-tier graphics card (or two) to keep the game running smoothly.

What about frame scaling?
The frame scaling system in GTA 5 adjusts the resolution of the game without changing the resolution setting itself. Those using extra-large TVs or projectors can use scaling to upscale so the game still looks good on huge screens. However, without a powerful computer, scaling will greatly affect performance. Try setting the scaling lower than 1x for if the FPS increases.
8. Reduce distance scaling
Distance scaling in GTA 5 determines the level of detail you see on objects far away from your character. 9. Disable Advanced Shadows (under Advanced Graphics)
Go to Advanced Graphics to find the Advanced Shadows setting. In our tests, increasing shadow quality at high resolution and extended shadow distance resulted in a large FPS loss and increased video memory usage by up to 800MB. For best performance, keep these options to a minimum.

Turning off extended shadow distance will save your computer the trouble of rendering shadows from objects that are farther away from your character. But, in return, you will have much more FPS.

Soft and long shadows
Choose sharp shadows over smooth ones to improve FPS even more. Shadows won't be as realistic, but game performance will be better. You can also get rid of long shadows (shadows that get longer as the sun goes down) to gain more FPS.

10. GTA V Anisotropic Filtering, Tessellation, Particle Quality and Other Graphic Tweaks

2: GTA system requirements are very much outdated. You need 16GB ram for online and about 8GB for story mode. Attempt to go online with 8GB Ram stutter time.
3: VSYNC is only useful if you're having stutters with frametime that's it.

5: Do not install any mods for FPS boosting this can possibly get you banned online [Most players are going online]
6: 720P is bare minimum i'd say for GTA V & Online. Anything lower just get a better GPU.
