Remove hidden 10-assignment limit / 差事上限允许超过10 (bugfix, 1.7.2)

For some reason there is a hidden limit of 10 assignments (see the "campaign_progression_level_details" table), so even if you have prestige and leader bonuses giving you more than 10 total assignments, you can still only run 10 of them at once. The mod fixes the issue by removing the hidden limit.
