La locomotiva del gruppo 690 delle FS rappresenta l'unico mezzo Italiano ad adottare il rodiggio "pacific" 2-3-1. Non è molto chiaro il motivo per cui vennero ordinate agli inizi degli anni '10, visto che, in quel periodo storico, la rete ferroviaria nazionale non permetteva il raggiungimento delle velocità per cui questo mezzo era stato progettato. Inoltre, la massa massima assiale della locomotiva superava quella ammessa nella maggior parte del territorio.
A livello tecnico, il funzionamento della locomotiva era a vapore surriscaldato e semplice espansione; era mossa da un motore a 4 cilindri (2 esterni e 2 interni) con distribuzione tipo walschaerts. La potenza massima sviluppata era di 1400cv.
Nel 1926 venne avviato un progetto di potenziamento di queste locomotive, al fine di poter esercitare la massima velocità, per cui erano state studiate, più facilmente. A scopo sperimentale, venne installata, sulla 690.016, la caldaia della locomotiva gr 746 (in quel periodo in fase di costruzione), più grande nel diametro e nella lunghezza. Venne anche installato un preriscaldatore di tipo knorr.
I risultati furono soddisfacenti grazie alla potenza massima raggiunta di 1750cv. La modifica venne estesa a gran parte del parco macchine 690: nacque, così, il gruppo 691, conversioni iniziate a partire dal 1928.
Tutte le locomotive dell'intero gruppo risultano demolite, ad eccezione dell'unico esemplare superstite custodito nel Museo della Scienza e della Tecnica di Milano.

The locomotive of the group 690 represents the only Italian vehicle to adopt the "pacific" 2-3-1 running gear. It is not very clear why they were ordered in the early 1910s, given that, in that historical period, the national railway network did not allow the speeds for which this vehicle was designed. Furthermore, the maximum axial mass of the locomotive exceeded the limit allowed in most of the territory.
Technically, the locomotive operated with superheated steam and simple expansion; it was powered by a 4-cylinder engine (2 external and 2 internal) with Walschaerts-type distribution. The maximum power developed was 1400hp.
In 1926 a project was started to upgrade these locomotives, in order to make them able to exercise the maximum speed, for which they had been studied, more easily. For experimental purposes, the boiler of the group 746 locomotives was installed on the 690.016. It was very big boiler. A knorr type preheater was also installed.
The results were good thanks to the maximum power reached of 1750hp. The modification was extended to most the 690 locomotives: the 691 group was born. Modifications started from 1928.
All the locomotives of the entire group are demolished, with the exception of the only surviving example kept in the Museum of Science and Technology in Milan.
