Vanillaville Expansion

Description
This is a pretty straightforward scenario based on the Vanillaville starter town. No DLC or workshop items are used so it can be used by anyone.

Within 500 weeks you need to grow the population to 10,000 and build a bank account of $400,000, while getting the citizen happiness above 75% and traffic flow above 75%.

Mayor, we are looking for a leader who can take our sleepy little hamlet to the next level. We have heard great things about you and want to hire you to grow Vanillaville into a happy, bustling city where everybody wants to live. Will you join us and take up the challenge? Fame and fortune await!

Thanks for the comments. I wanted to have one that didn't take too long and could be handled by the casual builders. The next one I am working on will be a little more involved.
