Description
This mod is focused on the Culture System, changes the hybrid function , cultural acceptance and traditions.

I.Culture Types

Civilization Source : specific cultures with great world influence like roman culture are defined as Civilization Source, have one extra tradition slot, use enlightenment system other than hybrid system when creating hybrid cultures.
Normal culture:mostly cultures working like in vanilla, can be upgrade to Civilization Source when gaining enough influence in world.
Branch cultures : Separated cultures will be considered as the branch culture of their parent culture, have 100 base acceptance. Branch of the great cultures will have acce

II. Modification of the hybrid system

1. When normal cultures are merging, all of your own lands will be changed to the hybrid culture, and all the vassals of your own family will be changed to the culture.
2. The hybrid system of the great cultures works differently.
3. The hybrid culture is not regarded as a branch culture of the parent culture, but as a branch culture of the selected inheritance. Only the creator's culture will be converted to a hybrid culture when created.
4. The hybrid culture can be transferred back to the parent culture of the chosen inheritance and bring new innovations.
5. The transformation restriction of hybrid culture can be lifted by upgrading hybrid culture as the base culture.
6. The basic acceptance of the hybrid culture and the selected parent culture is increased by 30, and the transformation speed is reduced when transforming the original cultural land.
7. hybrid culture transforms the parent culture into a speed reduction, loses cultural acceptance for each transformation, and cannot transform the parent culture of the selected inheritance.

III, the separation system modification
1. The branch culture and the parent culture are regarded as the same culture, and the acceptance of the basic culture is always 100. When creating a culture, only the land directly under the control of the person and the vassals who accept the conversion are converted into new cultural land.
2. The parent culture and child culture of the branch culture will have the transformation effect bonus when they transform each other. without diminishing cultural acceptance.
3.Culture Head can't create separated cultures.

IV. New Decisions

1. Promotion : Promote your own culture to the great culture.
2. Back Home : convert back to the parent culture and bring all innovations. ai will return when their level is greater than or equal to the emperor, or after 100 years when the level is less than the king.

V. Cultural Reform and Modification

The prestige consumption of reforming cultural pillars and traditions is bound to the prestige level, and the higher the prestige level, the less the consumption.
Basic Reformation speed are increased by 50%.
Culture Head can refresh the reformation CD using prestige.

另外决议的代码格式变了,我手动改了一下,决议能点了,但不确定其他功能的格式有没有变,希望能维护一下
