Vanilla++ is a mod that aims to increase the province density all across the world to roughly the same level as the Holy Roman Empire.

What this mod doesn't do:
-Add or change culture groups or cultures
-Add new religions or change existing ones
-Add new areas or trade nodes
-change or adjust existing national ideas

What it does:
-Add new countries and subject types to fill out some of the new provinces
-Add a few new ideas for some of those countries
-Increase the number of provinces and adjusting development between them
-Add new colonial regions (TBD) to ensure colonies don't become overpowered
