ok.. well this area is completely gated off. and i have explored down there using console commands to do certain things.

Its just a empty area they left undeveloped for a quest they never finished or did.
This is a mod and not part of the base game.

So before you try to bait people into searching for a key to open the door. maybe you should add a subtext saying this is modded instead of lying to people.
