Disable Random Event Messages 禁用隨機事件消息

If you don't like being spammed by various random events in your news panel, this mod is for you. It disables most event messages, except the ones affecting favor/relationship changes between NPCs (e.g., NPCs raiding together, "chop off finger" event, etc). Factions declaring war, NPCs making friends, and other important messages are unaffected.
