It's kinda my first map i made for this game, so i might be a little too liberal with the resources.
The helicopter spots are more or less for roleplay/immersion reasons.
My idea was the use of train lines or (like you said) ship routes.
You may either build a train line around the bay/mountains OR
you build a habor behind the mountains of "STATION ANNA"
There is a (almost) naturally breaktrough (near the small iron deposit) where you could get trough.
Then you could build a small shipping route to reach the other side of the map.
