Not to mention that role of an officer with binos is different from scouts. Binos are insane for spotting on one very small place, for example if you need enemy arty spotted or enemy dug out for your precise infantry gun strikes.
Scouts are when you need to have constantly spotted whole fucking flank.
Its so "nice" getting wasted by guns, tanks in fog you could have spotted with proper scout, just like getting flanked by infantry, which again could be prevented via single scout.
Yes, they arent really main fighting force, but they shouldnt be used as such. You arent paying for dakka, you are paying for stealth and spotting range, which they have single handedly best of all MP units.
