Locate Chop, Step 1.
When coming from the elevator, in any agency, head up the stairs between the two workers
Walk towards Chop, Step 2.
At the top of the stairs, walk towards Chop in Franklins office which is the first room to the left
Pet Chop, Step 3.
When you have walked up to Chop you'll be prompted to press a button to pet him. Give my old boy some love!!!!!!!!!!!!!!!!!!!!!!!!!!

Intructions unclear, I ended up petting Franklin instead and then I got blown up by an Oppressor Mk II
