Adds a perfect hi-point 9mm variations.

Hi-Point C9(Handgun) : Requires 40 Steel, 3 Component. 5 Crafting skill and Blowback operation research.
- Fast firerate(avg +30% faster compare to autopistol)

Hi-Point M995 : Requires 70 Steel, 3 Component. 6 Crafting skill and Blowback operation research.
- Decent damage compare to Bolt-action rifle

Hi-Point M995(MBS-95 Conversion) : Requires 110 Steel, 3 Component. 7 Crafting skill and Blowback operation research.
- More faster firerate with Longer range, fire accuracy than M995.
