German 90's dispatch cars

Adds 49 German dispatch vehicles based on my Cars of the 90's mod.
Currently included are Polizei, Feuerwehr and Notarzt with vehicles based on the MB C-class, E-class VW Golf, Toyota Land Cruiser and BMW 3 series which adds a Zoll (customs) vehicle.
Also included are two convoys, based on the Lexus LS400 and the vanila Lincoln Town Car.
With a few exceptions all vehicles are available in normal and dispatch drive modes, the latter having emergency lights enabled.

Again a thanks to Ingo-1111 for providing persons from his Person Assets mods and to Doug for scripting the license plate definition!

Cars of the 90's v1.22 (or newer) is required to be loaded with this dispatch pack!

Vehicles become available as per the main mod, assets can be found in the categories cars and Bko from 1990 onwards.

Vehicle features include:
- 49 driving vehicles.
- Interior.
- Drive mode Normal and Dispatch (emergency lights enabled).
- Tailored drivers.
- Passenger capacity 8-12 (2-3 in game).

Asset features include:
- 23 asset variants.
- Turn-able front steering wheels.
- Lights on/off.
- Blink lights on/off.
- Animated emergency lights on/off.
- Tailored crew options.
- Choice from 18 different European license plate lay-outs with on text labels.

.... - Script to set unique asset names by default with help of Doug.
.... - The name you give the asset in game is used to render it's license plate text.
- Longitude and cross slope angles.
- Selectable capacity kind Commercial/Industrial/Residential with a capacity value of 1.

- Repaints that require the original mod can be published without restriction provided that the correct vehicle data is adhered to
