Description
I wasn't quite happy with the current Shem mods, so I decided to make my own.

I present you, Panora Town! A community of Nomads, with plenty of housing opportunities, industry, a range of useful shops, and the protection of the highly trained Nomad Watchmen!

The Watchmen will conduct regular patrols to help keep Shem safe with their special breed of Bonedogs!
The Nomad Bonedog; A special breed of Bonedog suited for military assignments, They're a bit stronger and faster than your regular bonedog and more obedient.

Panora is a one stop shop Sancutary, humble town belonging to the Nomads. Their laws are few and far, so much so, most beds are free, almost everyone will buy stolen goods, and some will buy Illegal Goods! not that anything is illegal out here anyway, right?

This mod comes with a settlement called Panora, it contains a Weapon Shop, Robotics Shop, Tech/Adventure/Construction Goods Store, a Police Force, Ranger Shop, Armour Shop, and a Bar.

Less notable stores being a Fish Shack, and a Hydroponics Centre to Buy/Sell Farm Goods and buy Animals.

This is my first Town mod and has become my passion project, what initially started out as a simple town has grown into something more and may ultimately become my "Shem Expanded" Project.

Originally Panora was meant to satisfy the basic needs for myself, but it ultimately became a one-stop shop for most things in such a remote and dangerous region.
In doing so I've done my best to keep it moderately balanced and gave Panora as much character I could while keeping it within the confines of "Decent."

Included with this Mod is an advanced Panora Nomad Start, you start with decent gear, 15k, Robotic Limb, and all your stats are level 30, you also get a Nomad Bonedog! (And yes you start in Panora).

In addition, I've included new recruitable NPC's in the Panora Bar, HK 415 Mk1, and HK 215 Mk6.
There's two drifters that can spawn and there's a chance of Tech Hunters and Mercenaries to spawn as well.

You're very welcome to unpack this mod and revamp it in your vision, saves me time, if you're interested ofc, if you do it, let me know, I'll link it with the other stuff.

Shem is a zone that in my opinion deserve any love it gets.

maybe the faction could just be the okranites faction and they aren't a new one at all

maybe world states would be cool. If you want I can redux the npcs in the mod and make them look like nomads, then like have less advanced technology. Maybe I could just make all the npcs you used a new faction, make that the inherent faction, make them like something like tech hunter esque, then have world states if the leader dies, then its' slavers, then it's nomads. I think that is a good idea and I love the revamp, I just really wasn't expecting a total tone difference from nomads to the npcs you used

The Mod works better with the "Shem Expanded" extension, as Panora on its own doesn't quite make much sense, but, I don't think someone such as yourself would appreciate that mod, as it adds in several new smaller outposts to Shem and a lot more populace, both Nomad, and Slaver.

In Future when I inevitably return to Kenshi, I may toy with the idea of a ruined version of Panora for the 'hardcore' type of player, since, you do have a pretty good point, and an idea Slavers took over makes a lot of sense.

Cages are more for Prisoners who break laws. Appreciate the Feedback, but yeah, This is more of the Nomads Settled, yeah it takes away from the whole Nomad thing, but I didn't quite feel like setting up an entirely new faction for it, so I used something already pre-existing in Shem.

Idea was to "populate" the area proper and make a new place where a player can solely base out of and reliably survive in a pretty rough part of the map. I'm sure this idea detracts from what Kenshi is about for some people, but, it fits my playstyle perfectly, as I'm a pretty laidback and casual individual.

I think it's a very good asthetic looking thing, but the population is a complete 180 to what I thought it was going to be, most of them looking like tech hunters and stuff, so I was kinda put off by that. Then I saw like cages n shit outside :v probably for the animals right but it's still strange. Maybe this town could be a slaver town or something, or a complete rework of their armor so they look like nomads and have simple items, maybe that would be cool.

Found time to do some more testing:

Standard Corpse Disposal does not aggro the Police, I have tested this just now, and I've attempted the same with a living body - they cannot be disposed of normally, and picking them up did not aggro the Police, at least with the Nomad Player start.

So, not entirely sure what you've actually done wrong, but everything I'm seeing on my end tells me my mod is working just fine.

Sorry my mod does not satisfy you, I hope you continue to enjoy Kenshi.
