Don't get me wrong, there are other great mods featuring evil leaders but this one bashes you over the had with the scale of evilness if you know how much population single citizen represents and I think that's better here than more subtle approach.
I always thought getting rid of citizens would be a cool mechanic but hard to balance, since citizens are so useful unless you get into unhappiness and you don't get into the unhappiness that often. Killing enemy unit can save you a city so I guess it's worth it. Though I doubt couple turns worth of gold will ever be worth it on their own. Which I guess reinforces the point of this mechanic.
State Research Bureau keeps the effects of police station, right? I don't think it says so anywhere.
