Introduction


Greetings, Vault-Dweller!

After battling through a variety of technical issues, poor optimization, and mod conflicts, I figured it would be best to write a small guide detailing how to actually get Fallout 3 to boot post-Anniversary Update, how to get FOSE running, how to optimize your game, and how to avoid mods from bugging out.

Note: Fallout 3 is an old game. It doesn't have a large active community anymore (so most support forums feel more like archive digging than active research), and many mods are derelicts from over a decade ago.
You'd be surprised how many mods simply don't work anymore, bug your game out, or flat-out refuse to install properly using Vortex. Before installing most mods, I strongly recommend checking the Posts section on the mod's Nexus page to see if anyone has reported conflicts in recent years — this has saved me many times with Fallout 3.

Back in 2008, people either used the built-in GECK software that came with Fallout 3 to mod, or installed mods manually. This means a lot of older mods that predate NMM and Vortex aren't going to install properly without extra steps.

However, using this guide, we'll iron out a lot of those issues — and you'll find your game running smooth as butter.

Please note that nothing is set in stone: Fallout 3 itself may have been updated since then, and mods mentioned here may have been updated, changed, or discontinued. Always double-check mod pages, update notes, and community posts for the latest information before installing.

My Game Won't Boot!
There's a great patch that was released shortly after the Anniversary Update by lStewieAl on Nexus called the Fallout Anniversary Patcher that:

• Installs the Intel HD Graphics Bypass Package to fix post-update crashing.
• Downgrades the game from the unstable October 2021 update (1.7.0.4) to 1.7.0.3, which is widely supported by other mods, most notably FOSE.
• Removes Games for Windows Live (xlive.dll is no longer loaded) and removes the LIVE prompt from the main menu.
• Allows Fallout 3 to run on 4GB of RAM instead of the standard 2GB limitation.
• Automatically loads FOSE when launching through Steam (if FOSE is installed).
• Fixes file handle limit and mod limit bugs.

Back Up Your Game!


If you're modding, I'd strongly recommend making a full backup of your Fallout 3 directory!

Usually, I don't bother with this. With New Vegas and Fallout 4, if something bugged out, I could just fix it by uninstalling the mod — minus a couple of hiccups with New Vegas.
But with Fallout 3, I've had mission scripts bug out, weapon texture mods irreversibly break weapons, and the Galaxy News Radio extension mod caused scripted music to keep playing after it was supposed to end.
None of these issues were fixable without a backup — I had to copy and paste replacements from my fresh backup to fix them, and I was very grateful I had made one first.



Installing FOSE + Optimizing Your Game
Google:
Fallout 3 FOSE
FOSE can be found on the Silverlock website. Download the stable build.

How to Install:
Go to Steam > Fallout 3 > Manage > Browse Local Files
Place all files from the FOSE download into your game directory next to the Fallout 3 executable.

Note: If you need something to unzip folders with, use 7zip. Don't use WinRAR unless you like getting plastered with ads.

Optimizing Your Game Further

Recommended Mods:
Command Extender – fixes several engine bugs, adds FalloutCustom.ini support, and numerous script functions.
lStewieAl's Tweaks – fixes several engine bugs and adds numerous configurable quality-of-life improvements.
Out of Memory Fix – decreases RAM usage for large textures.
Heap Replacer – improves RAM management, decreasing load times and improving performance.

Not Installing the Unofficial Patch
Contrary to the ideal motif, I'd recommend not installing the Unofficial Fallout 3 Patch. It's long since been outdated and is notorious for breaking people's games.
For Fallout 3, it's always a good rule of thumb to look at the 'Posts' section on a Fallout 3 mod first!



There does exist an updated version, but the author of that version notes incompatibility issues with other mods and existing save data:



So, I would not recommend installing the Unofficial Patch. I did not install it, so proceed at your own discretion.
Without the patch (50 hours in), I've only had the game crash twice and only one scripted event break during a side quest.

Update in April 2025: The Unofficial Patch may have been updated further since this guide was written, but still practice caution when installing it.

Other Quality of Life Mods!
Note: I'd recommend having FOSE installed as a portion of these require it.

Disclaimer: I understand that these mods are my own personal preference. These are just some quality-of-life mods that I personally enjoy and they do not impact game performance.

Strongly Preferred Mods:

Activate Mainframe – Fixes a notorious bug in the Wasteland Survival Guide mission.
Clarity - A Green Tint Remover – No more ugly green filtering.
Stealth Kills Enabled – Allows you to kill an NPC without everyone in town knowing about it.
Follower XP – Stops your followers from stealing all your XP.
No Repair with Uniques – Prevents you from accidentally using unique guns to repair normal guns.

Preferred Quality of Life Mods:

LootMenu – Adds a looting menu like Fallout 4 that doesn't pause the game.
Visual Objectives – Adds visual 3D markers for current quest objectives.
Enhanced Camera – Enables a visible body in first person.
Player Animations - Food and Drink – Adds third-person animations for every food item.
Fallout 3 Re-Animated – Changes all player animations. Enhanced Camera compatible.
Dogmeat Waits in Megaton House – Stops Dogmeat from returning to the wastes.
Atmospheric Sun Glare – Makes the sun shine realistically.
Quick Start – Skips the birth and childhood sequences (avoiding a game-crashing bug).
Weapon Mod Kits – Allows all weapons to be customized New Vegas-style.
Detailed Eyes – Replaces default eye textures/meshes to avoid the glossy look.
Vanilla Hair Retextured
Faster Pip-Boy Light
Auto Gates – Uses the big gate animations at all major settlements.
Fallout Street Lights – Adds lights and FX to most streetlights (lore-friendly).
Colorful Pip-Boy Map Icons – Adds colorful Pip-Boy map icons, very helpful.
Slaves Stick Around – Stops people sold to Paradise Falls from vanishing.
Caravan Tracking – Adds map markers for each of the caravans.
More Map Markers – Adds markers for various unmarked settlements.
Quieter Dogmeat – Lowers the volume of Dogmeat's barking and huffing.
Better Dogmeat – Increases his HP and damage output.
Doc Li w/ Glasses – Makes Dr. Li actually use her glasses.
Set Timescale to 8 – Makes in-game time pass more slowly.
TransparenSEE – Makes visors and goggles transparent.
Stop Insulting Me Outcasts – Stops the Outcasts from insulting you immediately.
RobCo Sign Redo – Changes RobCo signs to match New Vegas/Fallout 4 style.
Power Armor Increases Height
Remote Control Companions – Lets you control companions from your Pip-Boy.
HiRes Weapons *Do not install with any conflicting weapon texture mod.
4K Realistic Pip-Boy Retextures
Enhanced Blood Textures
No Blood on Screen
GNR Enhanced – Fixes GNR dialogue bugs and adds a ton of lore-friendly new music.

Optional Mods:

No Scope Wobble
Weapon Accuracy Mod
Realist Headshots - Human Bodies Only
Weightless Junk/Aid/Grenades/Mines
Faster Bullets

Mods That Can Break Your Game:

MTUI – Works fine by itself, but if installed alongside other UI mods it can cause the game to crash on boot. I had to restore my game via backup and reinstall all mods to fix it.

Unofficial Fallout 3 Patch/Updated Unofficial Fallout 3 Patch – As mentioned above, this mod is severely outdated and can break your game on its own. It is also incompatible with FOSE and most Nexus mods. Recommended only for those who hate themselves.

Ultimate Companion Overhaul – Works decently and may stop companions from dying, but can cause scripted DLC events to break. Very difficult to remove cleanly after installation.

Unique Uniques – Could not get it to work properly. Installing it with any weapon resolution mod broke my weapon textures/meshes (for example, the sniper rifle looked like mashed potatoes). Uninstalling both did not fix the problem — I had to reinstall the entire game.
