It works even without DLC. :D
It works if there are small cars similar to Smart in your game. As far as I know, EV cars were added to the base game after the DLC.

And I have a question: Does this one(Taycan) need DLC?
Those words [EV] seems that this one would be work under Green City DLC and hope you answer my question ASAP!

If you finish the turkey vehicles collection, could you do some brazilian/latin vehicles? Like: Palio, onix, hb20 and more?
