Chinese soldiers comes with fixed weaponry with the tacticool mutator. If you wish to be able to freely select your own weapons, you can disable that option in the mutator (refer to last image). This is only applied to the Chinese, you are freely able to select your own weapons as the Japanese.

(the more the merrier, just don't kill your device)

Although the Central army were somewhat able to match their Japanese adversaries in terms of equipment and training, they were nonetheless severely incapacitated during the early stages in the war in spite of its best efforts. With this config, you too can suffer the same tribulations these men had undergone! That being utter defeat at the hands of the Japanese.
