They've actually buffed Neco-Arc Chaos quite a bit in this game
I think giving him no hit-box and excluding him from the mission, story, network, character select screen and every other game mode really allows players to discover the sheer brilliance of this characters diverse and well thought out moves.

One useless meme character is bad enough. Where is Satsuki? Really I just hope they make another version with a few more characters and bring back moon styles.
