And also these operators that you mean dont have really good win delta

This is because these operators are usually taken to troll/laugh. I think that people that are on plat2&above are tryhards in ranked, so they can decide to troll or to laugh only when opponents start or they will 100% win (some opponents left the game or something like that) Pickrate of these operators is so low btw

Sorry, if Rook is your main. Explaining of Rook's place in this tier: Rook has got not so bad gun with X2 scope (perfect for defense on SMG) but he is 3 armor that is not so good, beacuse everybody can hear you (yes, you are tank with rook, but headshot can kill as anybody else). What about his gadget? It takes a lot of time to get plates for everybody, prep-phase is not so long to get ready for assault of 5 attackers, but everybody is doing well and efficient for 100% for these 45 seconds, you will be ready even for fast rush
