Update 2.1:

Added Deal Evaluation Bonus to all Proposals to AI, Negotiating with the enemy should be slightly more palatable

Also added Vanguard Deployment to All Units in the Army

{Note: I did buff the AI with -80% upkeep including +4000 Food Per turn so they will hopefully spam low quality militia)
