No Penned Animals

Makes all animals use the Chad area designations, rather than the Virgin pen system.

Memes aside, this is the sledgehammer solution to the pen system's conflict with the Locks mod, where your handler tries to put an animal in a pen, but they don't actually get the animal in said pen before going "Eh, good enough", leave the animal, then immediately try to lead them into the pen again, repeat ad infinitum. Much easier to just write up a quick patch operation.

Simply put:

In vanilla 1.2, all animals would be confined to the area they were designated to, with no need to build fences or anything.

In vanilla 1.3, some animals were made unable to be assigned to an area, and must be kept in a pen with a physical fence.

This mod reverts behavior of every animal to how it was in 1.2, but pen markers and fences still exist.
