Fix for framerate stutter (100% core CPU usage)
By Savannah Banana
This is just an easy stupid fix for a badly cpu optimized game.

What is this guide for?
This game is a horribly optimized single core CPU game, and will cause the game to stutter when there is no CPU overhead.
This fix is for multi-core CPUs only.
So if your first CPU core is showing 100% usage while the game is running, then this guide is for you.

As far as I could understand it from observation, by disabling the processes' ability to use the main core of the cpu, you are forcing it to spread it's workload to other cpu cores, thus improving the available cpu overhead and allowing the game to not get bottlenecked and eliminating the stuttering.
The fix
If you don't already have your task manager open, open it now. Make sure you have the More Details option selected and it should look something like this.

Now check your cpu usage graph in the Performance tab with the game running and click on the CPU graph on the left.
if the first core of your CPU is under 100% load, or extremely close to it, you may continue for the fix

Go back to the processes tab, and right click on The Surge 2 process. Click on the Go to details option.

Right click on The Surge 2.exe in details and click on Set affinity.

Now simply un-check CPU 0 from the list and click OK

And now you are done. That's the fix. Unfortunately you will have to do this every time you start up the game.
Thanks
If anyone in the comments know why this works, or why you shouldn't do this, let me know.
So far this fix has not caused any problems for me or my CPU, and has only made the game more playable for me.
I will update the guide as needed if something in the comments seems important enough to add.

The user Tuskat brought to my attention how to use a shortcut file to set the affinity of your cpu automatically on startup with this guide[www.eightforums.com].
I personally was not able to get this to work for me, though I didn't really try very hard to figure out what I did wrong. So good luck in trying this. Let me know if it works.

The user Nothing man put forth another potential fix, though I could not confirm it's effectiveness. The only part of the fix I was able to confirm was putting the game into windowed mode freed up about 10-20% of my CPU 0 usage when it was at 100% before. The rest of the fix was to set your max pre-rendered frames to 1 with a GPU inspector tool, and limiting framerate to a fraction below your monitor's refresh rate. So do with that as you will.

Process Lasso can automate this + can do a lot more than task manager. It's basically Task Manager V2.0 hehe

What is your gpu?
I usually get 90% of gpu load in games even IDLE clickers talke 20% of GPU
so if you rank 30% cpu use in game.. you do NOT have the issue stated.

prolly due to your setup.. and disabling vsync..
question what is your Aspect ratio, monitor size.. and fps/hz
Im thinking you might be bottle-necking the cpu if the gpu is older.
but without specs I cant tell.
post back! usually issues happen when people try to use odd res or wide uwhd and insane fps
fps being high isnt good.
Hate to tell all that.
movies 24.2 fps, games like csgo you do NOT need more than 59 fps. going higher wont help the game nor you winning. HUGS!

Black7en, this fix is for if your main CPU processor (CPU 0) is maxed at 100%, not the GPU. The best advice I can give you is to lower your render resolution or limit your framerate.

so my ryzen 9 5900x is old? :( sadly. gpu 100% cpu 30%

and has nothing to really do with the gpu, but with how the application allocates it's resources on the CPU

Made the changes, CPU 0 usage is not maxed, but still very high in just the main menu. Removing the application's ability to use CPU 0 still frees up about 70% of it's usage, and it get's spread out to the other processors, CPU 2 now has the highest use at about 50%. Again, this seems to be an issue that lower end/ older CPU processors are having.

rtx 3060ti oc here.. still stuttering sometimes and ~98% - 100%. :/

ahh rgr

I'd have to install the game first
