If you have researched the normal thrall world and penal colony techs it will now be possible to convert habitats into thrall worlds and penal colonies.

I'll consider it. AA wants me to nom his STFU mod too. both seem relatively simple. howabout this, i'll clone yer mod, slap in the resort decision as well and let u know when i've done so so you can add deprecated/retired/etc and a link to the new. I might try to knock this out tonight even
