Intro
This guide is not how to find out if it is a scammer.

These are the steps to get the scammer banned from steam as well as remove their website & domain
Report their domain
Now what is a domain you might ask?

A domain is an alias for an IP address and looks something like

These domains are rented and are given by domain providers like name.com or one.com which are companies that often dont know what is made with their domains.

It is important to tell the company what is made with their domains in order to make them remove the domain, so that victims who click these phishing links don't get to the phishing site.

The first step to report those domains is to find out which company registered it. You can do that by using a whois service like https://whois.domaintools.com/ or https://www.eurodns.com/.
Enter the domain (without http:// or any slashes /) and hit enter.

It will show you text like this:
Sometimes its much text, sometimes less. Sometimes the fields are even empty. In this case, go use another whois service.
There should be a field named 'Registration URL' or something like this, which should NOT include the domain you entered

Go to that URL.
Now there should be some advertising for Domain names, servers or certificates. Search for contact information page. There should be an email only for contacting in case of abuse. Thats what we need.

In some cases, an email address for abuse complains is already in the whois data, then you can use this.

Write an email to that address, telling them what site this scammer is copying and that he is trying to steal account data with it.

Send the email and wait for them to take the domain down. Great job dude! You just made the Steam community a better place :)
Report their Website
Important: DON'T DDOS THIS WEBSITE.
Not only is that illegal, it also messes with the hoster's servers. The hoster are not responsible for the stuff that they are hosting. They dont know what they are hosting until YOU tell them.

First you need to find out what company hosts that website. For that you can use https://hostingchecker.com/
Enter the domain and click 'Find host'

It should display the hoster.

Same step as above. Go to the hosters website, search for contact information, find the email address that is for abuse reports and write a mail to it explaining what site he is copying and that their customer is trying to steal account information or other valuable items
Report their Steam profile
That's probably the most easy step.

Go to the scammer's Steam profile and click the arrow on the right side and click 'Report player'

A pop-up opens, click 'The person is involved in theft, fraud or other malicious activities'
Then, click on of these 3 things:
  • The person engages in theft or fraud of objects
  • The person is trying to steal my account or my information
  • The person sends suspicious links

After that, click 'Report this account for review' You might need to enter a bit of text, just explain why you report them, how he is scamming... you should know by now
Optionally, repeat the steps with the other options from step above.
Outro
If you did all those steps, there is nothing more you can do.
You made the Steam community a safer place, thats for your contribution! :)

I would appreciate any likes and comments.
Have a nice day
