Report a translation problem
There is no way to unlock the framerate through the config file of the game. It is hardcoded into the game itself. Cheat Engine is just one of many tools to do the job, it's just the most well known and most used. As for your error, make sure your antivirus (or Windows) did not block the file as this is what it sounds like. Thank you!
As for you Joe, yeah I'm a little bit lost on why it does that. Usually if you hear the second different beep (it's a slightly lower tone beep) it means everything worked. In your Documents\Rockstar Games\L.A. Noire, in settings.ini, make sure the last number after "Resolution" is at least 60 or higher (that's the refresh rate). Other than that yeah it's a bit hard to diagnose just like this. I'm really sorry it seems to be an odd case.
the tool pretty much does exactly what the manual instructions says. Could you tell me exactly what happens and how you use the tool? Keep in mind, I recently had a report that on slower CPU the tool may take a little bit more time to kick in and unlock the FPS. Thanks!
