How to get LA Noire to start in 3 steps (yes, another guide..)
By n8mahr
In 3 simple steps, I explain how I got the game to run under Win 10 in 2021.

Also, I added information on how to get the game to run in higher resolution.

Download DirectX
Since the directX version that came with the game is faulty somehow and fails to install, just download the needed version at microsoft [www.microsoft.com].

Extract to a folder and install.
edit registry
For some reason, if you start the game, it also starts an "error handler".
But if your game is not installed under the same drive letter as your steam installation, this can also cause problems.

Run the regestry editor (regedit.exe) as an administrator.

Check for the registry key

HKEY_LOCAL_MACHINE\SOFTWARE\Classes\WOW6432Node\CLSID\{1ac1a5cc-a7fd-3829-8e04-7e576ee57612}\inprocserver32

and it´s sub-entries. There you will find two entries named "codebase" which have drive letters. Change those drive letters to the letter you installed the game on.
So, for example, if it says file:///C:/... but your game is installed on drive G: you should change the drive letter to G. Only the drive letter, change nothing else.
run steam as administrator
Title says it. Do it. The game should start now.
addendum: if the game starts, but is stuck in low resolution / crashes when changing resolution

When you can´t choose a higher resolution in-game without crashing the game, try the following:
Go to

%HOMEPATH%\Documents\Rockstar Games\L.A. Noire

there you should find the games´ settings.ini, there, the graphic options are stored.

1)
You can enter your preferred resolution like shown, where the 3rd number is the refresh rate / Hz. Don´t expect all values to run well; with the settings as shown, the game runs perfectly smooth on my system.

2)
Change DirectX 9 to 11 as shown.

Have fun playing the game in high resolution.
