Description

Reduce espionage operation cost.

Including action cost, maintenance cost, spy network level needed and operation difficulties.

Most action cost reduce to 100-800 energy, maintenance cost 1-8, spy network level 5-10 down, operation difficulties -2.

Updated: Increase base maximum spy network 10 to 60.

Now can send at most 3 envoys to build a spy network in one nation.

Spy network per level score reduce 2 to 3.
