Siemens Charger ALC-42

Description
This mod adds the Siemens charger ALC-42 to the game. This Charger is optimised for long distance trains and therefore only used by Amtrak so far. It is based on the regular Charger variant, the SC-44 which can be found here: https://steamcommunity.com/workshop/filedetails/?id=2200728546
Compared to the SC-44 this Charger has a bigger fuel tank for the longer distances, since it isn't used for services with frequent stops the engine has a little bit less power to lenghten maintainence intervalls and the nose got redesigned to ease repair after grade crossing accidents.

2021 or 2025 depends on the livery
in the description the numbers in brackets behind the livery are supposed to be the release year

The Phase VII livery is added now!

@ethan2226 Thank you for that picture, it eased making the livery a lot, it made it really a huge amount faster.

as far as I understand that video the phsae VII livery is not finished yet, so there could be some changes. I will do it for sure but not now. Those curves will be hard to replicate so it would be a lot easier to do when Amtrak releases the final side view picture of the livery

@Dhal It doesn't seem to be that far off to me. I couldn't get the image aligned perfectly again, but the shape of the nose should be correct.
