How to catch legendary fish in RDR2

Hello fellow RDR2 players! so you are probably looking at this guide because you want to catch legendary fish for the 100% achievement so here we go.

Step 1: start the "A Fisher Of Fish" side mission to get the map to spawn the legendary fish
Step 2: go to the bait shop in Lagras
Step 3: go to a legendary fish spot
Step 4: throw your hook out
Step 5: wait
Step 6: wait for an hour
Step 7: realize that legendary fish are bugged and they don't bite onto your hook
Step 8: cry because Rockstar won't fix this issue because they care more about GTA online

I've heard that everyone else isn't having trouble with the legendary fish but only a few people like me do have a problem. this is way worse than the Exotics and Hunting Requests
