Populated Thalmor Headquarters in Solitude

Skyrim is an almost perfect game. But there is one thing that destroys the perfect atmosphere of Skyrim: the empty Thalmor Headquarters in Solitude ;)
This small mod adds a thalmor justiciar and two thalmor soldiers to the already existing Thalmor Headquarters in Solitude. The justiciar and his soldiers will patrol through the town every day and will join the execution of Roggvir the first time you enter Solitude.
The only purpose of this mod is to make the game more realistic. Markarth has a Thalmor justiciar but the capital doesn't? With this mod the Thalmor can finally watch upon General Tullius and the imperial army.
